New visa requirements for professional work New

The Government has released draft Royal Decree on visa requirements collegial professional jobs. It opened at a time within 15 days, starting on May 3, to move any arguments to the text of the draft royal decree on visa requirements collegiate and professional work Memory Regulatory Impact Analysis.

A reading of the draft follows that from the date of publication and entry into force of the Decree the only jobs that will need to endorse are:

• Projects, certificates and final building work.

• Projects building demolition without explosives.

• special blasting projects.

• Draft commercial warehouses and factories and use of explosives.

• Project workshops of cartridge and fireworks.

• Projects exploitation of mineral resources.

• Projects common telecommunication infrastructure.

The election of these projects will need visa college for processing, according to the draft, we used a double test based on the necessity and proportionality. That is, we evaluated the existence of a direct causal link between the completion of concrete work and the effect on the physical integrity or safety of persons, and studied if the visa is the instrument of control provided from the possible.

which is not I doubt that the projects chosen for visas require effective monitoring to ensure that the content they conform to current regulations and to safeguard the safety of persons or users of the actions arising from the work technical. But

I dare to question the inclusion of other work in this regard. For example:

High Voltage Installations. I think it's clear the relationship between the proper wording of l project with the safety of persons and property affected by power lines.

• Low voltage electrical installations . Electrical installations in our homes, bars and restaurants we frequent, the factories in which we work or our children's schools will not have a visa project because it seems that the bad performance of the same will not result dangerous situations for users .... as the editor of the draft Royal Decree ...

• Heating and Plumbing . Since the entry into force of the Decree the boilers we have in our buildings, or in our kitchen, and have not required a revised draft by the professional. (Do not forget that the boilers are pressure vessels ...)

• Gas Facilities and other fuels.

• Service stations.

• street lighting facilities.

• Centers of transformation.

• Tower cranes.

• Reforms of vehicles.

• Storage of flammable and combustible liquids.

• Compressed air systems.

• Refrigeration.

• fire protection facilities.

sure this whole relationship, not exhaustive, list of facilities soon will not need visa to be processed, all could find reason to believe that inadequate design and implementation of the work could lead to significant risks for people and for equipment and facilities.
All but the lawmaker responsible for drafting the draft royal decree, which seems to find more danger in the installation of coaxial cable that brings us to our television signal receiver in electrical installation of our building that can have powers of hundreds of watts of power .... The
